Night Eagle COVID-19 Protocol (Abridged)
Our top priority is to keep Night Eagle healthy and safe this summer while offering a meaningful camp experience to our participants.
Our COVID-19 PROTOCOL was developed in conjunction with the CDC Coronavirus Prevention Guidelines, the EH& E Field Guide for Camps, and the Vermont Department of Health in order to preserve the Night Eagle Experience while protecting our camp population. This protocol reflects current guidelines (as of June 14) being taken to safely operate and plans for any potential situations regarding COVID-19 or other communicable diseases. We continue to evaluate best practices and make adjustments according to the latest available medical information/rapidly changing public policy information.
Prior to Camp
Campers must self- quarantine prior to their scheduled arrival at camp following one of the following:
14 DAYS AT HOME: Campers self-quarantine at home for 14 days before traveling to Vermont, provided they come directly to camp without making any stops along the way that could potentially expose them to the virus (This option is not available to campers who fly to V ermont.)
7 DAYS AT HOME + NEGATIVE TEST RESULT: Campers are “quarantined” for 7 days at home. Prior to departing for camp, the parents will arrange for their son to take a test for COVID-19 using a test that’s recognized by the State of Vermont and remain quarantined while they await the result. Timing is arranged so that they depart for camp within 24 hours of receiving a negative test result, and they come directly to camp without making any stops along the way that could potentially expose them to the virus. (This option is not available to campers who fly to Vermont.)
7 DAYS AT HOME + NEGATIVE TEST RESULT (For Campers who Fly): Campers are “quarantined” for 7 days at home, and then parents will arrange for their son to take a test for COVID-19 using a test recognized by the State of Vermont. If test results are negative, campers should take a one-way flight to Vermont. The campers must wear masks in public. At camp they will be quarantined for 7 days with their pod. If they show no symptoms of COVID-19 after one week in camp, they will be permitted to mix with other campers outside of their pod.
During the 14-days prior to a camper’s scheduled arrival, the camper’s temperature and symptoms must be logged. (See the Documents Section under Parents on our website for a form.)
All Families must exercise extreme caution when bringing children to camp:
No more than one family member may travel with the camper.
No overnight accommodations will be available for families dropping campers
Families will park at the front gate during drop off and pick up, without entering
NOTE: Campers should bring two washable cloth facial coverings and a small bottle of personal hand sanitizer to camp.
Upon their arrival at the front gate of Night Eagle, families (campers and their parent or guardian) must remain in their vehicle during ALL of the arrival screening and drop-off process. Everyone will be required to wear a cloth mask.
An EMT will collect the Pre-Camp Screening Record. If a camper does not have the Pre-camp Screening Record or if he is displaying symptoms of COVID-19, he will not be admitted into camp
INITIAL HEALTH SCREENING
From inside their vehicle, campers will answer specific questions with regard to COVID-19 and have their temperature checked.
NOTE: Depending on the quarantine followed by the camper, a negative COVID-19 test result may be necessary as well.
Any camper or staff member who is showing symptoms of COVID 19 or who has been in contact with someone with COVID 19, has been tested and is awaiting results, or is at high risk because of underlying health conditions (heart disease, diabetes, lung disease, underlying immune disorders, people with HIV) will not be permitted at camp.
The following boys and staff will be excluded from camp:
Sick for any reason
Showing symptoms (outlined below) of COVID-19
Have been in close contact with someone with COVID-19 in the last 14 days
A cough, fever, shortness of breath, difficulty breathing, chills, repeated shaking
with chills, muscle pain, headache, sore throat, or new loss of taste or smell
Fever (temperature higher than 100.4 degrees Fahrenheit)
Severe sore throat that lasts more than 48 hours, especially with a fever
A significant rash, particularly when other symptoms are present
Severe ear pain
Severe headache, especially with a fever
If the initial screening of the camper shows no sign of the virus, a counselor will walk into camp with the camper and his bags where he will check-in with Trudy who will administer a complete health screening and check in all camper medicines.
NOTE: Parents will not be allowed to walk up to camp.
Screening will consist of the following:
Asking the camper how he feels
Taking the camper’s temperature
Going through the checklist of symptoms of COVID-19 with the camper
NOTE: At this time, COVID-19 specific testing is not part of the screening process. Campers arriving by air will be observed for one week for symptoms of COVID-19.
Health staff will wear face coverings. PPE for health staff will be consistent with CDC guidelines for use in suspected communicable disease.
Assessment of symptoms will be conducted by our health professional team, which includes a registered nurse and an EMT. A record will be kept of the screening.
If COVID-19 is confirmed, camp families will be notified and given ongoing updates.
If COVID-19 is suspected, the camper will be placed in isolation at a designated camp facility and monitored by our health center staff. Rutland Regional Medical Center is readily accessible if necessary.
If a camper’s COVID-19 test is positive, a parent or guardian will be asked to pick them up from camp. We will call the Vermont Dept. of Health at 802-863-7240 and begin contact tracing (previous 2 days) will be performed as best possible. The camper or counselor will be isolated until he can leave camp. Those exposed will be monitored closely.
Hand hygiene stations will be set up at the entrance to the pre-screening area, as well as at all entrances to Hocoka, the kitchen, and the tipis.
All campers/staff will engage in hand hygiene at the following times
Before and after preparing food or drinks
Before and after administering meds
After using the bathroom
After handling garbage
After completing any cleaning chores
Hand Hygiene will include: Washing hands with soap and water for at least 20 seconds. If hands are not visibly dirty, alcohol-based hand sanitizers with at least 60% alcohol can be used if soap and water are not readily available. These five steps will be followed for hand washing/sanitizing:
Wet hands with clean running water (warm or cold) turn off the tap with a paper towel and apply soap.
Lather hands by rubbing them together with soap. Lather the back of your hands, between your fingers and under your nails.
Scrub hands for at least 20 seconds (sing happy birthday twice!).
Rinse hands well under clean running water.
Dry hands using a paper towel or air dry them.
Developmentally appropriate posters describing hand washing will be in each
Campers will remain 6 feet apart for activities, eating, and sleeping. There will be no close physical contact between campers
Each camper must bring his own:
TWO cloth face masks
A water bottle clearly marked with his name
Campers may have to be set up in smaller groups until the health of our community is better understood. If needed, they will have designated bathroom facilities.
Sleeping bags will be arranged head-to-toe sleeping arrangements. Sleeping bags will be 6ft apart as feasible. Ventilation will be improved through open tipi flaps.
No outside visitors, delivery people, or volunteers will be permitted in camp during the summer.
The cook crew will be screened prior to every meal for signs and symptoms (including routine checks for elevated temp).
FOOD PREPARATION AND MEAL SERVICE
Sinks used for food preparation will only be used for that purpose.
Campers will not be served until they have washed their hands
Servers will wash their hands and use gloves to serve, following routine food
When in circle, we will maintain physical distancing between each other.

ALL CAMP GAMES
All Camp Games will be designed with social distancing in mind. There will be no sharing of clothing or accessories.
OPENING AND CLOSING DAYS
Sadly, parents will not be able to view camp on drop-off and pick-up days.
Sleeping bags/pads and other personal equipment may not be shared. Camp equipment that is shared will be disinfected after usage.
Camper and staff laundry (including personal cloth masks) will be done on Fridays following standard procedures. Vehicles used to transport laundry will be subject to additional cleaning and disinfecting.
ABOUT OUR STAFF
Pre- and Arrival Screening
Our staff will arrive on June 21in order to quarantine before campers arrive on June 28. Prior to their arrival at camp, we are also asking ALL of our staff, regardless of where they’re coming
from to self-quarantine/social distance (stay home as much as possible) for a minimum of 7 days AND keep a temperature and symptom log.
Night Eagle counselors will complete VOSHA’s mandatory online training on “protecting the health and safety of workers” prior to coming to camp (Coronavirus Disease 2019).
We recognize that time-off is necessary for the mental, physical, social, and emotional well- being of our staff. We also recognize that this summer requires us to be more creative, and at times more restrictive, with staff time off because the overall health and wellness of our community demands it.
Staff time-off will be calculated and restrictive. At various times this summer, we will likely be operating under two different time-off plans: Staying at Camp Protocol (less flexible) or Safer at Camp Protocol (more flexible). Regardless, during time-off, staff will be asked to adhere to the CDC guidelines for social distancing and other social hygiene practices, including, but not limited to, additional screening procedures, the use of cloth masks, and other restrictions. The exact details continue to be developed.
If a staff member is suspected of having COVID-19, the staff member will be placed in isolation at a designated camp facility and monitored by our health center staff. Rutland Regional Medical readily accessible if necessary.
If a staff member is confirmed to have COVID-19 (tests positive), he will be required to leave camp immediately and may not return until he has been cleared by a doctor. Contact tracing will be performed as best possible.
Deep Cleaning Protocols
The following products will be used for disinfecting:
EPA approved disinfectants will be used for these purposes.
We will continually update the implementation of CDC disinfection instructions
(or other readily available guidelines from official sources) for Camp Facilities with or without suspected/confirmed COVID-19.
During Staff Week counselors will receive thorough training on cleaning protocols and other procedures. When cleaning with campers (in tipis, shower, Maxwell Houses, etc.), strict supervision by staff of protocols will be required.
Trudy Dias, R.N., James Sibelle, EMT, and Bruce Moreton, Camp Owner, will be responsible for responding to COVID 19 concerns and issues. This team will be responsible for notification of exposures and closures. They will communicate with the Vermont Department of Health if any staff member/camper shows symptoms and leaves camp/tests positive for COVID-19.
